Yves Gazzo : Some thoughts on migration

Nowadays we tend, in Europe, in France, simple citizens or political leaders, to comment, to dissert, to oppose, on the theme of human migrations:

Danger or contribution for our post industrial and aging societies, but who remain attractive for those who are looking for an El Dorado, a simply better world;

At the risk of making us forget that the migrations are multiple, that they concern fields varied above all and that they are evolutionary, in the space and the time even if certain constants are to emphasize here and there and that the untimely statements of political leaders on this subject is more a question of posture than of the real possibility of controlling migratory flows.

3rd meeting of the Central Mediterranean Contact Group

11/13/2017. The Central Mediterranean Contact Group facilitates the exchange of information among European and African countries affected by migration via the Central Mediterranean route. The Contact Group was established in Rome in March 2017 at the initiative of Italian Interior Minister Marco Minniti.

The Contact Group held its second meeting in Tunis in July. Since then, the priorities have been further discussed in various forums and multiple measures have been taken. Since the beginning of the year, for example, over 14,000 people have been rescued at sea with the help of the Libyan coast guard.

But the fundamental problems large numbers of migrants are facing in the region have not yet been solved. It is the common responsibility of the international community to ensure that refugees and vulnerable migrants are afforded the protection they need.

World community has ‘collective responsibility’ to stop human trafficking, support victims

Briefing the Security Council Tuesday, top United Nations officials, including the Secretary-General and the head of the Organization’s anti-crime office, underscored the international community’s collective responsibility to stop criminals and terrorists from preying on vulnerable populations and migrants.

“Their brutality knows no bounds: sexual exploitation, forced labour, the removal of bodily organs and slavery are the tools of their trade,” said Secretary-General António Guterres, Tuesday, alongside Yuri Federov, the head of the UN Office on Drugs and Crime, connected via video conference.

“We must act urgently to protect the human rights and dignity of migrant populations, [bring] the perpetrators to justice, [and] increase humanitarian aid,” he added.

Pope: Protect Civilians During Conflicts

10/28/2017. Audience with Participants in Third Conference on Humanitarian International Law.

Pope Francis on October 28, 2017, stressed the importance of protecting civilian populations during conflicts. His comments came in the Clementine Hall of the Apostolic Palace to the participants in the International Conference on Humanitarian International Law, taking place in Rome at the Scuola Ufficiali Carabinieri, with the patronage of the General Command of the Carabinieri Corps and the Ministry of Defense.

This third edition of the conference takes as its theme “The Protection of Civilian Populations in Conflict – the Role of Humanitarian Organizations and Civil Society”, and focuses on the role that civil society in general, and humanitarian organizations in particular, occupy in international law and in international humanitarian law.

Participants at UN conference examine human mobility in an era of climate change

As the number of people displaced worldwide due to climate change-related events continues to grow, the United Nations and its partners are focusing on regional approaches, framed by existing practice, to respond to the issue of ‘climate refugees.’

The number of disaster displacements on annual average between 2008 and 2016 amounted to 25.3 million, according to figures released by the Norwegian Refugee Council. The five countries globally that have the highest proportion of their population affected by displacements are all island States: Cuba, Fiji, Philippines, Tonga and Sri Lanka.

UN Security Council urges more protections for children in conflicts

10/31/2017. Deeply concerned about the abuse of children in war zones, the United Security Council today – in a debate in New York which included Secretary-General António Guterres and his special envoy on the issue – urged countries and non-State actors to allow children access to education and healthcare during and post-conflicts.

The Council said that it is “gravely concerned by the scale and severity” of human rights abuses and violations of international humanitarian law committed against children in some countries, including terrorism, mass abductions, and sexual slavery, which can cause displacement and affect access to education and healthcare services.

New Vatican emphasis on ‘20 action points’ for migrants, refugees

In recent days, Pope Francis and a Vatican official have cited “Responding to Migrants and Refugees: Twenty Action Points,” a text quietly released in July by the Dicastery for Promoting Integral Human Development.

In a November 4 address, the Pope said that “the Section for Migrants and Refugees of the Dicastery for Promoting Integral Human Development has suggested ‘20 Action Points’ as a contribution to the process that will lead to the adoption, by the international community, of two Global Pacts, one on migrants and one on refugees, in the second half of 2018.”
